Scope and Contents

Victor Butterfield's reports on his interviews with those in education in the Middle East give a clear picture of the situation at that time (1952-1953). The details reflect Butterfield's values. While Butterfield was making his study, the Fund for Advancement of Education, a division of the Ford Foundation, under whose auspices he made the study, was reorganized and its field limited to the United States. Butterfield's study was then transferred to the Overseas [Activities] Division of the Ford Foundation, which was concentrating on projects t help the countries economically. They had no interest in Education - rather in agriculture and engineering. Leadership in the Ford Foundation also changed. Butterfield later mentioned his report to the new head who knew nothing of it. Nothing was ever done.
