The reason for the study and report are stated as such "The extraordinary pace of change since World War II - a pace which has accelerated during the past few years - has called into question many traditional modes and activities of the college and university....Wesleyan engaged in lively and successful experimentation and innovation throughout the period of Victor L. Butterfield's presidency. In the same spirit, and with the conviction that a shift in administration presented an opportune and appropriate time to re-evaluate basic goals and the modes through which they can be attained, the Study of Educational Policies and Programs was initiated in January of 1967."
